Land Based Classification System (LBCS)
The land based classification system dataset is a parcel based GIS layer that classifies land use at the parcel level according to the Land Based Classification Standards (LBCS) established by the American Planning Association (APA). The LBCS classifies each parcel in five dimensions: primary activity, economic function, ownership characteristics, site development, and structures present. Each parcel is given a four-digit code representing land use in each dimension. The classification in multiple dimensions makes the dataset useful for a wide variety of planning functions and analyses.
This data updates a county-wide LBCS dataset for Chittenden County, Vermont, that was developed in 2003. The age of the parcel data used for this county merge varies by town. The dates are as follows:

In a few cases, more recent parcel data is available, but was not used in this update.
Not all of the towns participated in the update. The towns of Bolton, Burlington, Buels Gore, and St. George have not updated parcel data since 2003, and so remain unchanged. Due to problems with changed parcel ID systems and parcel data, the towns of Milton, South Burlington, and Westford were also not updated. Huntington was not updated due to lack of response from the town planner. The village of Essex Junction and the town of Colchester were updated in 2007, while Charlotte, Essex, Hinesburg, Jericho, Richmond, Shelburne, Underhill, Williston, and Winooski were updated in 2008. Land use codes for two parcels in northern Williston were changed in 2010 to correct inaccuracies.
