Following Governor Shumlin’s announcement in May 2011 that the Circumferential (Circ) Highway as originally conceived will not be built, a Circ Alternatives Task Force was formed to identify alternative projects and planning activities to address the region’s transportation issues.
The Colchester-Essex Network Transportation Study was undertaken to evaluate the impact of partial Circ construction (segments C-F from VT117 to VT2A) on east-west travel along VT2A and Severance Road/Kellogg Road in Colchester and Essex and the impact of not constructing the remaining Circ segment. The study developed a vision for the VT2A and Severance/Kellogg Road corridors and identified strategies for achieving the goals. In addition, the following five specific locations were identified for a more detailed, scoping-level assessment:
- Main Street (VT2A) thought Colchester Village
- Severance Road/Mill Pond Road Intersection
- Severance Road/Kellogg Road Corridor
- Susie Wilson Road Corridor
- Susie Wilson Road/Kellogg Road Intersection
- VT15/Susie Wilson Road Intersection
