The Town of Richmond seeks to create a master plan to guide the establishment of a full-fledged Complete Streets network. Project goals include identifying existing connections that can be incorporated into the future network, analyzing Town roads to determine their potential to be upgraded to accommodate multimodal traffic, and drafting conceptual designs for the adaptation of roads.

This project will be a two-year effort. Phase 1 focuses on the northern half of the Town (generally north of the Winooski River) with the second phase covering the southern half of the Town, planned for 2021/2022.

The Project Advisory Committee (PAC) represents a range of perspectives and will: provide overall project guidance; review study materials and provide feedback; communicate with and provide updates to their organizations/constituents; and participate in developing the purpose and need statement, alternatives, and recommendations.
