As directed by the Burlington City Council resolution with amendments for the Winooski Avenue Transportation Study, the purpose of this project is to identify practical strategies for balancing parking supply and demand north of Pearl Street, with the goal of meeting essential parking needs while freeing up space for dedicated bike lanes.
A joint City Councilor-Stakeholder Committee of four stakeholders from the North Winooski Avenue area and three Councilors of the Transportation, Energy, and Utilities Committee of City Council approved the project scope and guided the Parking Management Plan process.

STEERING COMMITTEE
This project will be led by a joint City Councilor-Stakeholder Committee comprised of the three Councilors of the Transportation, Energy, and Utilities Committee and four stakeholders from the North Winooski Avenue area appointed by the Mayor and City Council President. This Joint Committee will approve the project scope of work, methodology, and public engagement plan for developing the Parking Management Plan. Meetings are open to the public.
City Councilor-Stakeholder Committee Members: Charles Sizemore (business owner and resident of Crombie St), Kelly Duggan (Old Spokes Home Transportation Equity Coalition), Kirsten Merriman Shapiro (Champlain Housing Trust), Max Horovitz (resident and UVM senior), and Transportation, Energy, and Utilities Committee Councilors Mark Barlow, Jane Stromberg, and Jack Hanson.
